SUMMARY:Empirical legal research on intra-EU labour mobility - Labour and social security law perspectives
DESCRIPTION:Cross-border labour mobility is a key pillar of the European single market\, promoting economic integration and individual opportunities. It takes various long-term and short-term forms\, ranging from permanent movers of working age over frontier workers to seasonal workers\, posted workers and highly mobile workers. Each of these types of intra-EU labour mobility present distinct legal and policy challenges. \nIn recent years\, intra-EU labour mobility has once again been at the centre of political debates and legislative revisions. Key legal initiatives include the reform of the Posting of Workers Directive\, the proposal to revise the social security coordination regulations\, and the Mobility Package affecting the road transport sector. These reforms have been accompanied by EU-level impact assessments\, which are central to the Commission’s better regulation policy and rely on empirical data to evaluate the impact of regulatory interventions. \nThis conference\, hosted by HIVA-KU Leuven on 20 April 2026\, explores the role of empirical legal research in assessing intra-EU labour mobility and the variety of EU rules regulating cross-border employment. Empirical legal research – whether qualitative\, quantitative\, or mixed-method – offers valuable insights into how legal instruments function in practice\, how national authorities and courts interpret\, implement and enforce legislation\, and how workers and employers experience these legal frameworks. \nWe invite full paper submissions (max. 8\,000 words) that either: \n\nApply empirical legal research to aspects of intra-EU labour mobility; or\nCritically assess the methodology\, findings\, and implications of empirical legal studies on intra-EU labour mobility.\n\nTopics of interest include\, but are not limited to: \n\nImplementation and/or enforcement of EU rules on intra-EU labour mobility;\nImpact of EU legal reforms on mobile workers’ social rights;\nEffects of the Mobility Package on road freight transport workers and hauliers;\nConsequences of the revised Posting of Workers Directive for economic actors;\nEmpirical approaches to evaluating the effectiveness of intra-EU labour mobility policies;\nThe relationship between empirical legal research and the European Commission’s better regulation agenda.\n\nWe welcome contributions from legal scholars\, social scientists\, and economists working at the intersection of legal analysis and empirical research. DESCRIPTION:Termed “Industry 5.0”\, the latest wave of technological change in the world of work is characterized by increasing convergence between machine and human intelligence\, and builds on the evolving communication structures and globalized labour markets of earlier waves of change. These rapid advancements in technology are posing new\, and renewed\, challenges for the world of work and its legal regulation. The misalignment between traditional legal principles governing work and the realities of work in this new technological era is increasingly recognized\, from classification to privacy issues to collective bargaining. This conference explores the future of technology in the world of work\, with a view to thinking through emerging challenges for legal regulation and possibilities for law reform that will better respond to the new realities of work in the digital age.

The presentations and papers may also be prepared in these languages. \nTopic:\nWe cordially invite labour lawyers and other experts dealing with the labour market and particularly labour law to send an abstract of maximum 500 words on their research connected to the following topic of the Conference:\nThe conference addresses the transposition of Directive (EU) 2024/2831 and its essential convergence with Regulation (EU) 2024/1689 laying down harmonised rules on artificial intelligence (AI Act). The gathering is structured around the technical analysis of provisions requiring national measures by December 2026\, a comparative study of Member State laws\, and the application of safeguards under the AI Regulation regarding algorithmic management systems deployed by digital platforms. \nThe primary objective is to critically examine European harmonisation mechanisms\, evaluating how digitalisation and AI are transforming industrial relations. The event aims to identify specific challenges in aligning national laws with the Directive\, whilst ensuring compliance with the transparency and human oversight obligations mandated by Regulation (EU) 2024/1689 for high-risk employment contexts. \nThe scientific significance lies at the intersection of two pioneering regulatory frameworks whose implementation by Member States coincides: the Platform Work Directive and the AI Act. With the 2026 deadline approaching\, a rigorous technical debate regarding the presumption of employment status and data governance under the standards of both instruments is essential. This analysis provides a vital prospective outlook on how European Union law regulates technology to safeguard fundamental rights within the digital labour market. \nThe abstracts will be evaluated by a scientific committee. \nPresentation and publication:\nThose who are selected can:  \n\nPresent their findings at the international conference “Platform Work Directive\, Digitalisation and AI: Evaluation and national challenges” on 19 June 2026 (in English or Spanish).
