Remarks: 

Due to the refugee movements caused by the 2022 Russian invasion of Ukraine, the Temporary Protection Directive 2001/55/EC was activated for the first time on 3 March 2022. The Directive provides for minimum standards in the event of a mass influx, granting temporary protection to displaced persons from third countries who cannot return to their country of origin. The granting of temporary protection status is also linked to the guarantee of socio-economic rights, e.g. to adequate accommodation, necessary medical care or the securing of subsistence through social benefits (see Art. 13 of Directive 2001/55/EC).

A year after its activation, we want to discuss with academics and practitioners about how the Directive is implemented in Poland and Germany today. We also want to compare the legal situation before and after the activation of the Directive and to deal with the specific challenges in the legal field. Which socio-political particularities have to be taken into account on the Polish and German side? Are there examples of cross-border projects? Is the focus more on civil society engagement than on the creation of legal rights? (How) Can differences in the treatment of war refugees from different countries be justified? We want to address these and other questions together.
